    If Target was open on Easter, there wouldn't even be time and a half that day. Hell Target doesn't even pay extra on Christmas Eve most years.

    Stores usually overspend at the beginning of the month and then count on call offs to cover the deficit, so they don't always cover them unless necessary. If there aren't enough call offs, then they start cutting hours at the end of the month.

    Sometimes they do it at the same time, but not always. TLs at my store got a raise about 6 to 8 months before TMs did earlier this year.

    Also they usually give extra payroll when testing out a new process. If it works better than before, it might just be the extra payroll.
