endcaps

Ok, I been having this discussion with ETL-GE about this one endcap adjacent to two departments. In the one it currently belongs too the frieght rarely replenishes because it simply doesn't sell well. So it either looks like trash or has to be fill with random items. This wouldn't be a problem...

Saw these on an end cap in toys. We scan them with the MyDevice and it comes up as Cards Against Humanity, but when I scan them with my phone on target.com it comes up as $3.00 but not on file? Anyone know anything about these?

Who is responsible for the endcaps in your store? Tls or plano? Or others? Just curious because it varies drastically within our store group.
