Can’t say if it was official Target policy or not, but at my store a TL could not write up a TM for an event/behavior unless the TL witnessed the event/behavior. If a TL saw a TM from another department doing something they shouldn’t have been doing, the TL who saw it could coach the TM, but if they chose not to coach them and instead reported what they seen to the TM’s TL, that TL couldn’t coach them because they hadn’t observed the transgression.
Our store did do blanket coaching, which was mentioning in a huddle that whatever transgressions were being focused on (generally attendance issues) were unacceptable and could lead to disciplinary action up to and including termination. The TL had to make a list of all who had been at the huddle, and all were considered to have received a “blanket” coaching.
