Basic breakdown:
Specialists do the grunt work (paperwork, basic public face)
BPs do the investigative work (handling things like harassment claims, making decisions about the ouctome of HR policy violations)
HRMs do the more corporate work. Ensuring DC is compliant with corporate policy, and so on.
But the complication is that alot of HR based things are handled by corporate itself now (hiring, accomidation decision approval) and also we have third parties for thing like medical leaves through Reed group.
Partially due to the relative expertise required to handle them versus the relative low need on a per building basis, partially to purposefully remove as much of the personal element from it as possible to reduce bias based on factors like favoritisim.
