Benefits Time off held hostage

I put in my time off requests as soon as the system let's you. However it seems like lately my store leadership hasnt been approving or denying requests until the week the schedule goes up. Its making it impossible to actually plan my vacations. Worse yet it is severely starting to cost me between last minute travel bookings or the cost of the tickets to events. Some events i havent even been able to attend because they get sold out before they approve my time off and when i bring up the issue to my store leadership they joke about it like its not that big of a deal. I feel like target cared more about work life balance before they started promoting it. So is this how Target operates now? Has anyone else run into this issue?
 
I only post here if this is an issue that i cannot solve among my network of contacts that ive made in my 20 years of service. However i have a $1000 deposit due for a vacation in May that's due April 3. And I'm seriously contemplating calling integrity about them joking about it and their lackadaisical attitude.
