Who approves or decides to contest employee's unemployment benefits at the DC? Or is it outsourced?

There's a team at headquarters that handles all unemployment claims. Ultimately it is up to your state whether benefits are approved- Target just provides information about why you no longer work there (or are getting fewer hours, if that's why you are filing).
