I wonder if the huge amount of money the company spent on their Target Together shindig the other day in Minneapolis could have been allocated to more payroll hours in stores.

Possibly it's worth talking to folks at another Target in your area. While I caution about the "greener pastures" syndrome, perhaps a different Target store with a different SD and ETLs would value your skill and talents more than the store you are currently working at.
