My mom is out of work and fighting with disability due to a return of epilepsy that we can't get under wraps. We have a GoFundMe as I am only in my 20s and cannot afford a mortgage payment, my etl hr offered to post a qr code up for TMs that wanna help or spread the word, but she said she has to check with the district and never got an answer. Was she just being nice and was expecting I'd turn down the offer/drop it? Or can we in theory post a qr code for my mom's GoFundMe me in the breakroom or something? Any advice and help greatly appreciated.

And for those who say I should apply for a grant from the TM giving fund, they denied me because my mom is not a dependent and she is not a target employee so the giving fund deems it as an unqualified event

I suspect she didn't get back to you because she was told she couldn't do it.
Spot only wants donations done that they can get publicity points for.
We ran into the same problem trying to raise money for family members of TMs who were made homeless by Superstorm Sandy.

I'm really sorry you are going through this.
Has your mom checked with the Epilepsy Foundation?
They provide lawyers and other supports for people in your moms position.
