As far as mental illness, there wouldn't necessarily need to be underlying mental illness already, but there would likely need to be the neurological potential that was never met before. Extreme stress is linked to onset of certain mental illnesses, including depression and anxiety. I'm sure this moment in time is also capable of triggering OCD in the form of germaphobia or hoarding.
And the mean part of me is saying bring it on. Fuckers that have always said "oh, everyone gets the blues" or "everyone gets anxious from time to time" or "count your blessings" or "you just need willpower" or any other dismissive statements, I can't wait until they get to personally experience the full depths of mental hell. Kinda the concept of dancing on their grave, except they are still alive and get to watch you dance. Justice sometimes involves pain.
What is the value of a human life? Not one guaranteed a monster, not one guaranteed an angel, but the average human? What is the blood price are people willing to pay to get the economy going? Opening the economy too soon is going to exact its toll with human deaths. What proof is there that so many people have been infected that we've successfully flattened the curve enough? There are discoveries of medications that treat symptoms well enough to help some people in hospitals survive. Have we bought all the time we need for researchers to find everything that can help people live? Or is extra time useless and we should give up on buying time?

It's been known for a long, long time that there would be something really nasty emerging that would blow through the world with the force of the Spanish flu. Speaking of Spanish flu, ever hear of the Roaring '20s? The economy bounced back fast, even with little regulatory help. It also bounced back with help from questionable means, so I think regulatory help will be a little wiser. And there may end up being permanent changes in the social safety net, making it a stronger safety net, because so many people are now expecting that it will exist for their personal needs.
