Out of Stocks

Is there a push to have these as low as possible again?

In my department my floor capacities are high so it isn't a big deal.

However when I look at the OOS it's over 75 at close for the whole store.
 
I've noticed recently that my zebra says something is OOS and so I end up pulling a bunch of body wash or whatever, but then maybe only 3 bottles go out because it wasn't really OOS at all. Not even close. Since our truck frequency has increased, I'm pushing less of my stock but still, it's weird. Unless someone is flexing in a lot of product where it doesn't belong, I don't understand how this is happening.
Also, that back stock is incorrect - for instance, I'm back stocking and my zebra says there are two of something in a waco so I go to put another in there. Except the count for what's already supposed to be there is wrong.
It's only been a couple things here and there that I've noticed, and I don't know if it's a system glitch or stupid TMs or a combination. I'd normally assume the "stupid" option but the OOS seems especially odd - it's product with no secondary location and very easy to stock correctly. Unless maybe it's a mis-pick situation and no one notices - I can definitely see that happening.

The last couple weeks I've noticed that every night, usually somewhere between 6-8 PM, multiple (5-15 in my department) out of stocks will suddenly show up, and none of them will actually be out of stock on the floor.
