In my situation, they had been talking about developing me for months but it never actually happened. Then, within a 2-3 week period, BING BANG BOOM I was told I had a DTL interview scheduled and they began prepping me for the interviews. They were waiting until they KNEW beyond any reasonable doubt a position for me would open up. ... Surprise, it didn't lol
