im not stressing over it anymore. were getting a new TL who is aware of the issue, and has said "its an issue but let their negativity come back on them."
in other words, "were on it, we know what whacko is doing, were letting them do them self in, but cant say it like that."

as far as taking too much responsiblity isnt that what they want? for TMs to care about their work center?

Yes and no. Yes when it benefits them, no when it makes them do more work or their job.
