Old system of accruing vacation. Has to be used before vacation.

And because Target changed the vacation payout rules when you quit. Vacation payout is old up to whatever date the change took effect and you would get that paid out if you left. But the vacation line is vacation accrual after the change date and that is use it or lose it except in certain states (around 6 I think) due to the laws of that state. And as GLO stated.
