The displays are shipped like that and that's how the installation guides for them show them as being displayed. There's no real reason for the drones to need to be touched though, so likely the manufacturer thinks they look better behind the glass/arent as likely to be stolen even though they're dummies.

The blades aren't overly fragile, but they'd break if every ignorant guest was able to touch them. The case is easy to keep clean as well instead of ask those tiny crevices.
