Got to love a review process where your boss says you're a great employee, reliable, nothing but good ...... but ...... you don't get a corresponding raise.
To save money of course. Long-term employees probably aren't going anywhere regardless of what raises they get or don't get. Trust me I'm one of them. I'm not staying here because I love Target so much. I've severely risk averse. This job is "safe" to me so I'll stay, until something/someone pushes me to somewhere else.

2.5%. I can't complain. I like (most of) my team and my ETL and TLs are pretty solid about working with me in regards to my CP and scheduling in case health issues arise.
