Can I apply for for An Etl position in another district even though am not on a bench. I currently am a SR.tl but I am getting no where in my district. My hr Etl said I could only apply for internal positions in out district

Everyone had the option, with target any pay negotiation is more like a hostage negotiation...with your being employed at all as the hostage...better have a dang good dog and pony show to justify quibbling.
