I'm pretty sure you can't download MPM on your personal phone. Working off the clock, confidential information, and all that.

If you're exempt, you can request access thru myAccess. I believe the entitlement is something to the affect of MPM power user. But your role should already give you that entitlement. You can access the app through your browser at mpm.target.com.
