Sales Floor Who has ownership over what freight?

This seems to be a huge argument in my store since about last year. The cosmetics Beauty team member refuses to push the body lotion (but pushes the facial skin care part that comes in their freight) and argues that since the body lotion comes in HBA's freight, that HBA should be pushing it. Instead, HBA pulls all the body lotion from their freight and puts it into the cosmetics freight.

At the end of the day, freight is freight and needs to be pushed. But who's in the wrong here? At my old store, Beauty didn't push the body lotion and instead HBA/OTC pushed it. But I understand that things change and it's a new store. I think both team leads (GMTL over HBA and SSTL over Beauty) have tried to come up with solutions, but both team members have dug their heels in on refusing to push, and upper leadership just refuses to help.
 
It can vary from store to store. At my store the Beauty team pushes that freight (and also all of haircare). But I believe the frieght does technically fall to GM.

If the TMs are not following direction on who is assigned to work this freight, the TLs should be documenting this. Repeatedly not following assigned directions is a conduct issue that, if documented correctly, could lead to a CA or being fired. It is not up to the TM to decide what freight they work or not; they work the freight assigned to them. And sometimes that means working on something you didn't used to work on.

Whoever is assigned to push the body lotion should be pushing it, and should be held accountable if they don’t. At my store I can’t even imagine anyone refusing to do their job and not being immediately coached. If that person continued to refuse to follow instructions, they would be placed on corrective action as soon as their TL could get HR’s approval. The TLs are responsible for holding their teams accountable, and if they don’t, the ETLs are responsible for holding the TLs accountable. New store or not, it sounds like leadership needs to stop looking for solutions and start doing their job holding people accountable.
 
At my store, Beauty handles Hair Care, Skin Care (face & body), and Cosmetics. Plus all the Nail Care and Cotton.
As it happens, all of those Beauty aisles are together, both on the sales floor and in the back room. And those products come in their repacks (#2 and #12 - not sure if that's consistent across all stores or just those serviced by the same DC). Can't remember what their (or my) block numbers are.
I handle OTC & Personal Care. Those aisles are also all together on the sales floor, adjacent to Beauty, and in the back. My repacks are #1, #5, #21, and #22.
I handle the Travel wall, which includes a few things from Beauty, Paper, Chems, and Baby but it's mostly my stuff. Interestingly, the transitions for that section are always listed under Beauty although I do them.
